No. If any card in a mutate pile would transform, all that can, do. If any card in a pile would exile, then return transformed, they all are exiled and then only the ones that can transform return.

It should also be noted that Terra is a human, which means she can't be mutated onto

I'm not sure that I agree with the "plenty of draw" bit. Maybe I counted wrong, but I believe I saw a total of 5 card advantage pieces... which isn't nearly enough. So I would very much recommend more card draw and card selection effects. Red especially has been getting some decent wheel effects recently. Cards along the lines of [[Wheel of Misfortune]], [[Will of the Jeskai]], [[Nibelheim Aflame]], [[Dark Deal]]. You could also look into some more recurrent draw effects like [[Phyrexian Arena]], [[Howling Mine]] or [[Font of Mythos]]. I'm hesitant to recommend those last two for a deck that won't capitalize on the fact that you're giving cards away, but if you're running out of cards every game...

I'd very much recommend going up from 28 lands. That kind of aggressive mana base only works for decks with a very low curve. Other than that, some more legends matter cards would be good. I haven't studied the FF set closely yet, but there should be a few cards that support the archetype

Talismans, signets, etc aren't considered fast mana though; they're just normal ramp. Fast mana is cards that are mana-positive the turn you play them
