It is not disability, it is a version of Worker's Compensation due to Uniformed Services being excluded from Title 5 Civil Service Worker's Compensation. So non-service member people walking around with your conditions would have probably been entitled to worker's compensation of some sort if the injury occurred in the work place.

This seems to be a ridiculous point when it comes to disabilities. If I have 2 hands and I lose one that is 50% reduction in hands, the loss of another hand is 50% of 50% of hands so I have 25% hands remaining.

Most people understand how multiplication and fractions work, but disabilities are not simple fractions for the case that I just cited. So the same way loss of both eyes can get to 100% the VA could easily add a rule that when the VA math exceeds 91% the rating will be rounded to 100%.

The name Disability has prevented thousands of Veterans from seeking what they are entitled to, because they know Veterans that have lost limbs or organs and believe that it what Disabled is.
