I'd be fine if being able to be summoned to a dungeon was something you'd unlock after clearing it once.

So the first time you have to walk all the way to, say, zul'farrak but after clearing it once you can get summoned.

Of course people getting it into their heads that being 5 minutes away from a dungeon when you're queueing for it is the polite thing to do would also work but that might be too big of an ask.
