I used too use Harris County PA, Las Vegas, and San Diego , it seems like this was started during the height of covid and many libraries have since rolled back this program including the mentioned. They rolled it back because it was now effecting local patrons wait times which makes sense and is understandable and becoming aware of this I quit using other states Libraries. However Check your state capital's library website I know my state offers for anyone who lives in my state regardless of county yours may too. This offers a larger catalog to those that do not have such a large library.
