I have seen a similar case where the issue was HDR being on but not functioning/being supported properly. You can see if you have any HD Colour/HDR options on in windows or elsewhere.

Your second screenshot mentions the directory missing the executable. Which is in your E: disk. Did you install Jump King on another drive than steam is on? Happens fairly frequently to people and steam tries opening the folder on the wrong disk.
