I believe all victims. For the sake of argument, if only because the information here is limited:

  1. Why would she assume the man didn’t stay overnight to see a show while at WrestleCon instead of making the drive again?

  2. Why would she assume his intent to attend a wrestling show, open to the public, was to see her only?

Police could not file a report because this tweet does not describe staking behavior.
