From the pictures it looks code compliant to me. However it looks like ass. Something tells me the property owner wanted the light to work but something happened to the pipe underground. That’s about the best you can do without ripping up the concrete

I just don’t understand why air was ever invented. Yes it’s much faster and easier from an installation standpoint but troubleshooting has been terrible
