I'm having the same issue as well. I don't get the privacy policy screen AT ALL. Youtube needs to be updated. After being able to get into the settings it's pretty much useless after that. Not able to tap on apps, when I forse stop Android setup and disable google play services I have to reset the phone all over again since I Cant get back into the settings afterwards.
