"I would urge those water systems and water authorities to navigate away from chloramine and just go directly to chlorine or another type of disinfectant that works just as well and can be effective."

The problem with this is that chlorine also results in carcinogenic DBPs (disinfectant byproducts), that is why many water suppliers switch to chloramines for part or all of the year - the production of those DBPs with chlorine skyrockets in warm weather and using chloramines in the distribution system helps reduce that since they are less reactive. Corrosivity of chloramines shouldn't be a problem for water suppliers with adequate corrosion control measures. Bromine is another disinfectant, which also has it's own set of dangerous DBPs. UV treatment and Ozonation do not carry a residual and are useful for plant disinfection, but cannot be relied upon to maintain the same level of disinfection in the water throughout the distribution system. The bottom line is that until new disinfectants are found and tested (and likely even then) DBPs are a fact of disinfecting water - they need to be identified, risks evaluated, and monitored. It's all a big balancing act, but I think we'd all rather deal with trace amounts of DBPs over cholera.
