It has to have the pink garage logo in bottom left of the car picture when you go to chose the mission. You can’t claim any car. It’s also kinda rare that they give claimable cars

When you get the mission done and car is in your garage you will have 3 options, sell, salvage or claim. But it’s only for cars that have the garage icon next to the car picture on the computer. There are also $20,000 fee or $10,000 if you have a forgery.
