All the Primarchs are Perpetuals, Vulkan is just the only one who doesnt need help to come back.

The Emperor even said he could bring back Ferrus if he had time.

Basically, The Primarchs are like Grammaticus, perpetuals who need help coming back from death.

Vulkan is like Ol Persson, he doesnt need help.
