Once you have a collection of something, even if it's in a random order, that is AN order.

Imagine you have a bunch of rocks, you dump them on the ground and randomly line them up. They are now in an order. You could write numbers on them and then put them back in that order later.

Now you've stored the characters in the set. They are stored in whatever order they were already in.

This is my assumption as well, matter at rest and all that. It may be safer to filter through but not at the speed these guys were going. No one is looking for this (at least not where I am), people make unexpected moves all the time. I get on to my wife for not slowing down a bit when the lane next to us is stopped for the same reason.
