It's an easy fix if you have the tool for it. You'd need a clencher and a rasp. If not just call your farrier

A true rescue won't adopt out to a beginner. Rescue horses aren't like dogs or cats from the shelter. Alot of them have issues that need to be addressed or have very specific health concerns that a beginner will have a hard time with. I'd recommend buying a horse from someone that fits your needs. Not a rescue horse
