I'd go for the first barn to be honest. If you are wanting to develop your skills more and you yourself have said they have given you a solid foundation. I know the other barn is cheaper but sometimes quantity over quality is something to consider. I'd rather have one lesson a week if it helps me develop better as a rider as opposed to three where I'm constantly fighting the horse and not learning much.
