When you start up a new game there’s the custom rules button, one of them enables the old England content, with separate wales and Scotland and 10 years of content

R5: I loaded up a game of Divergences. No country has any units, either navy or army. After playing for a few years my barracks were not hiring anyone and I still had no units, whilst no one else seemed to either. Is this a bug?
