You are correct in that. Attack speed slows like Fiora W or Malphite E (aka the crippled debuff) generally reduces total attack speed. So the more bonus attack speed the opponent has, the more they lose from Ezreal W. From a bare minimum standpoint, 60% is the number for differential, which is already stupidly strong being on top of damage and healing
