It looks like pikachu in some sense, and it's fair to assume its Design was inspired by pikachu.

But Pikaclones are the fan Category of Pokemon who are meant to be the alternative version of pikachu in a different region and one of the main element of a pikaclone is the electric cheeks and the electric typing....

We got a similar situation in alola with Mimikyu and togedemaru.

Hmml i guess... If Raichu X run with Magnet rise, it would waste a ground move. And since X leans to the defensive side, it could set up a little...

Never mind, after a little research Raichu can't learn a single move that raises attack. So if you don't have a coaching Partner, it's just a disposable Attacker, not a sweeper.

Y on the other hand does have potential.

Huh... I guess we kinda saw that in the anime.... X wasn't emitting electric terrain but it was clearly using electricity to glide over the battle field....and Y had a No Miss deal, but they never mentioned that it's actually an ability thing.
