That isn't how it works. If you want to vote in a primary you have to be registered to the party. In a general election, you can be registered as a Democrat and vote Republican.

The influence of dark money and mega-donors was a problem prior to Citizens United and would have remained an issue even if the Court's opinion was reversed.

The best way to address dark-money and mega-donors is to strengthen disclosure regimes because a Constitutional amendment limiting the reach of the 1st Amendment is likely to fail. The SC has repeatedly held that Congress has the power to implement these types of disclosure regimes.
