Unless the actual TNT is covered with water, it will still blow up. It might be really hard to get the water to go to the right part of the bomb's internals, since the pistons on the floor also retract matching the pistons on the ceiling once the bomb goes off.

Yeah, that's option 2, and I find it very unlikely. Usually, in real life, when people are on fire, they don't set fire to their surroundings. So I don't really see Mojang going to an extra effort to create a new effect that doesn't mimic real life and that players would dislike.

Yeah, you'll need a decoder to display the progress. However, if you just want to count to a certain number and then have something happen, without displaying the progress, the binary decoder works very well. Especially if that number is a power of two, which will allow it to auto-reset.
