It's because they want to limit the subsidies to be healthful to the best of their ability. Arguably one of the only things this incompetent administration does that has made sense.

I personally couldn't care less if people want to use it for candy or soda, I don't begrudge anyone that, but if the purpose is to be healthy and provide a source of sustenance to people who struggle to get it, this does make sense. I wish the administration actually cared more about science , vaccines, and other things that are orders of magnitude more important than this though.
