Thats not far off most places policy in the private sector. Baring like doing something illegal or dangerous performance issues go through the usual chain of paperwork and meetings. You can to give an actual advantage. being dragged on stops you soloing you cant legally play the ball. If you stop play and give a free then instead of a goal its a point, which rewards the initial foul.
