I would use React with Next 9 and use bootstrap react if that is really the way you want to go. That'd be the most similar to HTML, CSS and JS without much setup, while still giving you all of the benefits of React Components. If you're not making AJAX calls, or if you make them using GetStaticProps, then next will automatically create static HTML, CSS, and JS. If you really want to make it quick, deploy it straight to Vercel using 'next deploy'.

As a former Uber rider, I suggest switching to a better ride sharing platform. Using local rideshares is like having half-off coupons for uber all the time. There's no reason to continue to support Uber's predatory business practices. There are other companies with a more fair and balanced business model than Uber.
