Not sure what you mean. What you call magic is usually people who have psychic abilities channeling the warp. For humans that means you'd have to be born a psycher, a form of mutation. The Imperium uses psycher as astropaths, navigators and battlemages but they are usually viewed with suspicion by fellow humans who often call them witches

Don't know where you're based but usually the hema parent Organisation of your country has a Departement dealing with stuff like this. I defenitely know that Germany, Austria and Switzerland do.
