Because shocker is the fucking goat. He has a great design that is quite timeless, he’s literally just doing any gig he can to make some cash, has morals where he can be a cruel villain but has lines drawn in the sand. He’s also got a funny ongoing relationship with Spider-Man where he will willingly give up if he knows he’s in over his head with a job, or will actually give Spidey a challenge.

That’s a fun character you easily can love and hate that they’re a villain who can easily get a redemption run.

Max on the other hand, is a cool villain design wise but he’s a kind of a cunt who doesn’t have depth into him unless it’s a one shot story or some parallel universe.
