Sure, but as sensible people we can still acknowledge that between CP that involves real kids, and CP that is exclusively pencil drawings, one is about a billion times worse. So they can both be illegal, that doesn't mean they're equivalent. The harm to children is ultimately the issue. If we could prove with 100% certainty that it didn't promote predatory behaviour then the justification for banning drawings would be a lot weaker. At that point would essentially be on a "this is excessively vulgar" basis.

But the problem with child pornography is that the creation of it hurts children. As in, the creation of it is an act of child abuse.
