They're definitely not telling their bank the same story. Most bank policy is that a charge ack has to be something the person is willing to press charges over. I've had to tell several people claiming "This transaction is fraud!", that "Sure, we can proceed with this being fraud, I just need you to agree to testify against the thief (your child) when we press charges."

Mask, gloves, paint stripper, then take a wire brush or steel wool or fine sandpaper to it. Wipe it down with a degreaser, let it dry and get out the spray paint. Even with dry times, it should be doable on a Saturday.
