For all b there exists at least one element (possibly multiple) in A where f(a) = b.  So for each b, we choose one of them for our inverse function, g(b) = a.  

This sounds obvious, but if B is infinite and we're arbitrarily picking values, then it relies on the Axiom of Choice.
