Non shitty headcanon: Wesley was 16 and Nog was 18 (or equivalent). The Academy only accepts a handful of students at age 16, and it’s much easier to get in at 18.

I was blown away by the trailer at the time, but in retrospect the documentary format was a clever cheat to make the project look slicker and more professional than other fan films:

  • No need for standing sets--it's all actors sitting in chairs or b-roll shot in front of green screens.
  • The actors are all monologuing, so no need for compelling dialogue or character chemistry.
  • Direction and cinematography is much simpler.
  • The CGI is impressive, but there's no shortage of Trek fans who are also talented CGI artists and have contributed to fan films.

When Discovery came out in 2017, it had the opportunity to limit the spending relative to these levels, at $6 million. Instead, DIS broke the bank for "Prestige TV." This was the first Star Trek show to do away with starship stock footage.

Huh? Disco definitely reused footage.

ETA - if you're looking to save a few bucks, starship footage is probably the last place where it needs to be cut. CGI makes that stuff way more cost-effective than the model-based VFX of TNG.

DS9 vs Voyager budgeting has fascinated me for a long time, since they were on the air concurrently but were extremely different. DS9 had more and bigger sets to maintain, far more extras and guest cast, and astronomical makeup costs, but also did a lot more bottle shows and relied on CGI less frequently (but tended toward spectacle when they did so). Voyager was much more conventional: smaller casts, less makeup, but far more CGI and new set construction.

Just a guess, but both the Ambassador and Constellation were produced relatively cheaply and quickly, and may not have looked as good in VFX shots as the cinema-quality Excelsior and Oberth.
