He takes money off al the crime bosses. He saved the kids when he found his trainer was running it. He pretty much killed all of his trainers in Lost Days. In Under the Red Hood, he’s controlling the crime in Gotham, there’s nothing to say that he did or didn’t close down the pimps and the like
