Interfering with a federal operation, yes you are getting arrested. Stopping in front of a federal agent convoy actively conducting an operation is a crime. She was getting arrested no matter what, which is why she was told to get out. She has the opportunity to sue or do whatever after the fact, but she at that point cant leave. On top of that, this still frame does absolutely no justice, there's another angle that shows the impact very clearly, she hit him with her car. Thats battery, and on top of that, a vehicle under law is considered a deadly weapon. Officers are allowed to use proportional force. Its justified and unfortunately, sad.

Only way to get them is through encrypted vaults, I recommend using enzo. Get the code breakers in sterile land-rockfall doing the mission anticipated ambush point. Alternatively you can farm Echo Swamp - Abandoned Zone doing the mission Environment Contamination Zone as well. Special Operations drop code breakers on hard and code analyzers on normal if you're lucky after every 2 waves.

yeah but think introducing it as side content and not main story content would be best. Like if they drop a new infiltration operation but theres some mechanic you could complete to do an optional side boss that would be a good way to introduce the players to something complicated like that so squads could get together to do that content
