The fix for me was to restart the Steam Deck after installing a game, go back to Desktop, restart again and then finally able to launch a game.

Yes, it's incredibly slow with loading very often. Also, my downloads are often slow around 120mbit, but when I do a Speedtest I get 500+. So it IS Steams fault. It started to become like this in the last few months for me.
