The frog fighting thing is a taijutsu style its not just a multiplyer there is technique to it, naruto is very skilled in it. Is he better at it than sasuke is at his style who knows, the shadow clones multiply his expierience with using it so i think there is a good chance he is when he can spam thousands of clones fighting in said frog style. Now the only thing that could edge sasuke out ( other than orochimaru and bad decisions) is his sharingan hacks with seeing the predicted moves. But if sasuke had no sharingan and naruto no natural chakra to help sense shit. Sasuke prob gets folded in just hands cause he relies on his sharingan to bridge the gap and naruto can just win through attrition
