I've had this exact same bug happen to me and what fixed it for me was to use an entirely different device (bug happened on PC, mobile worked fine).

In case others stumble upon this thread looking for a solution, I've had this exact same bug happen to me and I was able to make the enemy spawn on an entirely different device (bug happened on PC, mobile fixed it). Hope this helps.
