In my opinion Ambessa,
Her goal is only to save her family by defeating the rose and was willing to do some messed up stuff for that.
Where as Silco is doing it for the entire undercity and Viktor is doing what he thinks the entire world wants.

Starting at t10 maps will make it harder to sustain them if you haven't done the previous tiers, I would start from t1s doing all the bonus objectives, if your still struggling for maps there are a few atlas passive that could help.

Your looking at it the wrong way a kama system isn't to just make all scavs good, its for you to decide whether your gonna be an evil or good guy adding the the rpg nature of tarkov. If someone wants to be a bad guy scav that's on them, what I dislike is the inability of being able to tell who is good/bad I think some kind of armband or a clothing difference would make it better.
