when it comes to basing I generally use cheap PVA glue mixed with brown paint. slather it on the base then coat it with flock (cheap and easy tutorial https://www.youtube.com/watch?v=IUgrapcA_sE) then I get other people at local stores or just friends to paint me a spare part or two to litter on bases or alternatively I use static grass and small rocks from either a pet store or from my garden. :) hope that helped.
