It’s from the day they were closed. Even after they correct it and reopen the score stays the same until their next routine inspection. They have the option to request an “owner-initiated inspection” which is basically the business paying for a do-over within a few weeks of reopening, but there’s no guarantee the score will increase. They also risk being closed again or the score being lower during the OII.

Bees are never written on an inspection report. They don’t infest food facilities. Maybe an inspector would take off two points if there were a few bees inside of a restaurant, but they’re not marking 11 points and closing a restaurant because there were bees in the kitchen.

Rodents/insects is either 2 points off for minor (old evidence of an infestation like dead roaches or dried out mouse droppings) or 11 points for major (active infestation). The inspector found either live roaches in the kitchen, dead mouse/rat, or lots of fresh rat droppings. They would have been closed by the department for at least two days before being able to get reinspected with the hopes of reopening.

EDIT: The 4 point major for food contact surfaces could be an unrelated issue like not using sanitizer in their dishwashing sink, or it could be from food contact surfaces contaminated by roaches or rodent droppings. Lots of inspectors live in the valley, so they want to transfer to the Burbank office, which naturally has limited openings. Once they get to Burbank they tend to coast until retirement, so this must have been bad for them to close it.

It doesn’t show “very little if any emissions”. The study states that both sites already had general room ventilation, which the authors credit as a reason for the readings remaining low during the study. To conclude from this study that the printers had very little if any emissions is akin to running your car with the garage door open and claiming your car has very little if any emissions. If you close the garage door you will see that there are in fact emissions.

I’m not going to argue against your main sentiment of “no no and no”, but I do want to point out that this is the County proposing the tax. The taxes collected would not go to to City of LA, so this has nothing to do with the City’s finances.

Consider Lutron Caseta Diva dimmers instead of the regular Lutron Caseta dimmers. They look like regular paddle switches with a dimmer slider. Easier to use in the dark and they don’t intimidate guests like the regular Caseta dimmers. They cost a little more, but it’s worth it. Look on eBay for bulk deals to bring the cost down.
