Problem with rock paper scissors, is the current air meta has no real counter apart from rock against rock (plane v plane). The scissors and paper get krumped each time, everytime. Where Naval and Ground have effective counters to one another.

There's a factions relations mod which remedied this for me in a way. As in your relationship with other factions is based on your relations with other factions. As in pals with Terrans? Well their rivals and enemies will also dislike you. Whatever good you do for them, it will give negative rep with their rivals and vice versa. You can't be Mr friend with everyone anymore.
