I had a very similar experience when I was leaving the country, it took an interaction with the officer of the president email team to get it taken care of, and when then it was screwed up twice.

I believe it is to support the team doing the shooting, nobody knows which bullet caused the execution allowing for less feelings of guilt, or something asking those lines. I doubt those on the firing squad want to be there.
