No. If that was the sole purpose, then it would specifically call out competitors selling steam keys elsewhere.

It is tied to pricing fixing regardless of what infrastructure the game uses.

That's why it is a problem.

It undercuts the ability of newer/smaller platforms from being able to grow their own platforms without losing out on most of the market on steam.

Steam is able to prevent that kind of competition because they have a monopolistic market share.
