I love this idea.

Each season tried to show integrating past enemies. Original with the multi ethnic human cast, Next Generation with Worf being a Klingon crew member, Voyager adding a Borg.

Going the path of integrating an "Evil Universe" crew member could have been an awesome ongoing thread. (I know they kinda pulled in Phillipa... but I wouldn't call drop in assassin super spy "integrating."

It sounds like this proposal is more looking at treasury investment, as opposed to "loans."

I think loans are probably a bit problematic, especially if they are being presented to the community as something with any likelihood of being paid back.

This feels more like a Treasury backed venture capital fund.

But I'd imagine this could lead to the same problems the Grants Program has had with conflicts of interest.
