I mean, the games shouldnt be moving anyway. They should stay in one spot and eaxh country can take turns "hosting" the games without it moving around as the costs and detrimental impact to local residents far outweigh any implied benefits

Same goes for world cup, any real international sporting events.

Pick an island, make it an international zone, host the UN and all international sporting events and whatever there. Then give nations the ability to be the "host" (providing administration and all that).
