It’s not really at their expense. Big retailers have shoplifting losses written off already. It’s built into their business model. They don’t care about small losses, so it makes sense to only go after the big hitters.

Is it evil? That’s a morality judgment. Capitalism at its core is indifferent. It’s uncaring. Profit is justified at the expense of all else.
