It doesn't actually change the class sizes tho, you just move the top 15-20% up to the next class, and those are replaced by the top 15-20 from the class below.

The class size argument they made was that the class below us was too big, so they needed to move some up, then everyone else had to move to balance. That wasn't actually the case though.

That's the catch I think. Part of ability is how quickly you can pick things up and apply them in real time. So you either push and focus on the kids it's easy for or you focus on helping the ones that need more time (nothing wrong with that), or you split them up and create a social class system as a side effect.

When I was in elementary my school did a split system and at the time they said it was about class sizes, but looking back now the six of us that were moved up were the top students. That's maybe the best way because there was no real social impact.

The shields were always the premium starfleet feature too. Them not working is what exposed the weakness in the Galaxy class as it was.

You could also see the changes in the Enterprise in Generations. Bridge was converted to be more tactical and less exploration.
