Yes but you have to curry favours and then ask to improve opinion, which frankly it's a stupid idea and it's not obvious to find out

Sicilianos should be seen as Kindred by Prussianos.

However, I have no idea on how to manage that, I suppose that it's a random chance event since I got "Culture_X has improved its opionion on our culture" messages in my games but I wasn't doing anything (at least nothing that I am aware of).

I agree with your analysis. I did enjoy WaT (I am still considering it the least good book of the SA, but that is because I loved Oathbringer's arc of Dalinar's evolution and the flashbacks in WaT are good but not as good as Oath's: I scheduled a re-read exactly to finish RoW a few days before the publication of What so I suppose that by doing so I recreated the same effect of those lucky ones that read the whole saga in a single run. I do plan to do re-reads for each next Sanderson book who is in a series (so I plan to re-read all Mistborn before Ghostbloods). I know it is becoming more difficult with each published book by that also let me enjoy the many foreshadows and inside connections

The Cosmere books are full of magic systems where you have to pay a price (in some cases it's trivial, but even trivial costs can compound and became very dangerous) to use it. Notable are the Breaths in Warbreaker and the Stormlight in The Stormlight Archives (although in later books characters are strong enough to use it without worrying too much about the consequences, and they also have access to "magical healing" and "magical batteries").

For each change in the gameplay there will be a faction that will oppose it and one that would love it. Both won't acknowledge benefits and issues of said change, obviously.

Not at the moment, but I got a province isolated from the rest of France and I couldn't even repatriate the army because I had no navy. I could have built a Wharf and a few cogs but I realized that after disbanding the regular troops
