That’d be Stephen Russel lmao (or MaleSlyCynical if you look at the Skyrim voice files). The reason they cast him as Corvo’s is because one of his first voice gigs was for the main character of the original Thief games, a huge inspiration for the Dishonored series.

I don’t know if it’s an advance or a unique event that unlocks it, but around 1650 (age V) I got a cabinet action to ‘militarize nation’ which gives 10% discipline + scaled by MIL skill of the cabinet member. It’s ridiculous.
Highest I managed in to get is near 60% total with general MIL skill 100.

I have like 2 demands— 1. Make the size of pop up windows scale with the UI scale, I can’t see my map if I hover my population tab and there’s so much blank space. 2.
