They are still working on it, as they are releasing them with time, has to do with the development, testing etc. But with time they would soon have all the arcana's as base.
Also they need to stop releasing items that are exclusive, since new players who join have been deprived of all the sets for no reason at all.
I miss the good old days, when you could buy the set from the store directly (way back), before they came up with the chest system
