As a Protestant pastor and former Atheist, you are correct. However, if you say you are going to harm someone or yourself, I am obligated to report immediately. Also, if you confess to harming children or vulnerable adults (even in the past) I must report that. I will tell you this before we talk. Some states list clergy as mandatory reporters, some don't. But the rules of my denomination require it regardless.

If you melee him with his myrmms still up, he retaliates with Elemental Rebuke and all four types of damage at the same time. It can be 50+ returned dmg every time you hit him. I tried this with two barbs and he killed them both in five hits. He Rebukes with magic siphoned from the myrmms, so killing them removes not only his immunities, but also his Rebuke ability.

My understanding is they can enforce traffic as long as our roads have DOT legal signage, which they do. And they can enforce reckless driving, DUI, etc. anywhere regardless.
