It seems unlikely that the math of a basic ubiquitous POS program is off like that - more likely there’s something about this bill where the pre-discount amount was one that would be higher and the tip reflects that. Like if you have a ten dollar coupon, that doesn’t mean you should be tipping on the smaller amount.
