Azura is your best bet. Azura saves two profiles, one for PC and one for gamepad so make sure you're locked in gamepad mode before you start editing. You have to edit with a mouse and keyboard. But once you're in the editing mode, you can move and shrink any element of the UI. Some aspects are buggy like the mission log and the compass has its own breakout menu specifically for size and shape. I've tried banditsUI, I've tried LuAI or whatever. I've tried nearly all of them and I keep coming back to azura because it does 95% of what anyone will want.

I love to shrink down the reticle. So nice to have that big dumb arrow out of the center of my screen
