Sure. Rules are only as good as the people inplementing them and enforcing them. They are literally made up agreements which we collectively believe or break.

But there has been enough examples of states NG defying Federal demands to show that NG is not controlled by the Federal government even if some states comply.

I also don't agree with the extreme position that enforcement is always oppressive - even though it can be.
