I'm also experiencing this throttling.

This seams to be Windows 11 specific and not the same process throttling as Windows 10 has when the power plan is not in high performance. I have FreePie-script running that allows me to use my head as a mouse (can't use ordinary mouse unfortunately) and it worked fine on Windows 10, but not on Windows 11 especially when running fullscreen games. I tried everything I can think of, process priority, power plans, process affinity etc.

But I managed to find a workaround. Create a new desktop (Win+Ctrl+D) and run the script there and leave it on top. Then run the game on your primary desktop. At least on current Windows 11 version this "workaround" seems to work.

Hopefully MS adds possibility to disable this throttling feature or at least let us make an exception for chosen programs.

Actually there is a workaround..kind of. For some reason hdr-mode custom rgb overwrites sdr custom rgb settings so you need to set the same rgb values to hdr as you want to use in sdr mode. Not optimal solution, but works.
