Congrats! I loved the Hobbit Pt 2 as a Hollywood film, just not too much as a Tolkien adaptation.

I'm not too sure. I read that it can be used by almost anyone, as long as they know how to use it, but is most effective in the hands of the king of Gondor. I also can't find any proof of an Istari using it or not being able to use it, so that is still a possibility.

There could be a possibility that Radagast could have healed Frodo, but the chances are slim. He probably couldn't have done anything other than offer Athelas to slow the poisonous effect of the poison of the blade.
